3GPP’s Release 16 timeline hangs in the balance thanks to coronavirus

Much has been made of the impact of the coronavirus outbreak on the telecoms industry, though it now appears the critically important Release 16 timeline could be under threat.

Now the initial shock of the Mobile World Congress cancellation has settled, business is seemingly back to normal, though the coronavirus outbreak has not been contained. The Barcelona trip was cancelled, but so were a horde of other ventures into foreign lands. The 3GPP 5G standards meetings also fell onto the chopping block.

Interestingly enough, Release 16 from the 3GPP, industry specifications to deal with 5G standalone RAN, virtualisation, the 5G core, network slicing and various other topics, could also feel the impact of the virus. The consequence could be further delay on the release of the industry specifications.

“When experiments with e-meetings have happened in the past it is very easy for discussion to spiral and go quite tangential,” one insider told Telecoms.com. “90% of the negotiation to reach agreements on contentious topics happen over coffee, lunch and dinner… you don’t get that opportunity in an e-meeting.”

As a result of the coronavirus outbreak, all Technical Specification Group (TSG) and Working Group (WG) meetings have now been replaced with electronic meetings for the first quarter. 3GPP has said this is only applicable where practical, and when not, presumably the meeting is cancelled.

For Q2, where the meetings were set to take place in China, activities have been cancelled for the moment. Replacement venues are being sought, but it is by no-means a guarantee the outbreak would be contained by this point.

In December 2018, 3GPP already announced a delay to the release of the standards. It might be stubbornly sticking to the existing timelines right now, but if it was not able to stay on schedule in 2018, what chance will it have while the coronavirus outbreak is still at large?

“We are obliged to suspend belief, but I suspect it won’t take much to blow past March plenaries without agreement on some key topics,” our source continued.

“The problem is it will only take one little thing to hold up the whole lot. The release has to be an independently implantable document set. If anything that is mandatory to support is not included, they have to make it optional, remove it completely to the next release or delay. First two options would require a lot of work in themselves.

“e-meetings do not make agreement easy, and it would only take one topic to get political to have someone attempt to throw everything into question as a tactic.”

As it stands, the group is attempting to negotiate the specifications for the RAN aspect of Release 16. The virtualisation components are all largely finalised, while the core aspect is not due until June, when Release 16 would be theoretically frozen. That said, any delay would push these timelines back once again.

According to Dario Talmesio, Principal Analyst & Practice Leader for Omdia, further delay to Release 16 could cascade and possibly have an echo effect throughout the industry. Time to ROI would be increased, which would not be considered welcome news for the financially strained telcos or vendors which have been promised shareholders 5G fortunes.

With RAN being the topic of debate currently, the standards hang in a precarious position. RAN is the aspect of network infrastructure which attracts the most attention because of the scale of deployment. While other standards missions can run in parallel, RAN is critical to product development timelines. Delays here would be heart-breaking for telcos and vendors, but there could also be a knock-on effect for the International Mobile Telecommunications-2020 requirements issued by the ITU.

Although our source was not necessarily the most confident, there are some who are a bit more optimistic.

“The next set of 3GPP meetings have been turned ‘virtual’ and in 3GPP SA2 at least all Release 17 proposals are postponed until the April meeting,” said Alan Carlton, VP of Wireless and Internet Technologies at InterDigital.

“In the upcoming meeting companies will only be allowed to submit corrections to Release 16. This will obviously cause some delays. New ad hoc meetings to catch up will have to be approved and it is not certain all companies will agree to that. Hopefully this is just a blip and thing will get caught-up post this somewhat unusual ‘flu’ season.”

The 3GPP is maintaining an optimistic position on the meetings for the next six weeks and will not make a call on the timelines until TSG Chairs have a chance to discuss progress.

3GPP rubber-stamps standalone 5G standard

The 3GPP TSG #80 plenary meeting has approved the completion of the standalone (SA) Release 15 5G specifications.

This marks the completion of the next major 5G standardization milestone after the standard for non-standalone (i.e. still reliant on legacy infrastructure) 5G was approved last December. As implied this standard allows the deployment of 5G independently thanks to a new network architecture.

“The freeze of Standalone 5G NR radio specifications represents a major milestone in the quest of the wireless industry towards realizing the holistic 5G vision,” said Balázs Bertényi, Chairman of 3GPP TSG RAN. “5G NR Standalone systems not only dramatically increase the mobile broadband speeds and capacity, but also open the door for new industries beyond telecommunications that are looking to revolutionize their ecosystem through 5G.”

“The agreed completion of the stage 3 freeze milestone for the 5G standalone system has great significance,” said Erik Guttman, Chairman of 3GPP TSG SA. “5G promises a broad expansion of telecommunications, as an ever more central component of our economies, societies and individual activities. The 5G System opens the way for commercialization of services based on the New Radio and 5G Core Network and their advanced extensible capabilities. The new system provides the foundation for ongoing specialization for support of new business sectors, for unlike 4G and past generations, 5G supports the very specific requirements and individual service characteristics of diverse communications.”

This milestone mirrors our active contributions and collaboration in industry standards and our continued leadership in 5G with our vendor partners, like the creation of  Verizon 5G Technical Forum with key industry players in 2015 to accelerate the pace of 5G innovation.  Earlier this month, Verizon marked two important industry firsts in 5G development: the successful completion of outdoor data sessions based on the 3GPP NR standard and the successful completion of multi-carrier aggregation, boosting the signals into the gigabit range.  The pair of successes, based on 3GPP’s NR standard and Verizon’s 28GHz millimeter wave spectrum, proved the exciting potential of 5G technologies. It demonstrated the transmission of multiple live interactive virtual reality (VR) sessions with a latency of 1.5 milliseconds and simultaneous 4K streaming video.  We are working with our industry partners in leading the 5G fixed wireless and enhanced mobile broadband deployments.  Verizon believes 3GPP’s standardization of 5G technologies will further help us build the future as we embark into a new era of services for our customers.”

Verizon, Qualcomm and Nokia team up for first 3GPP compliant call

Verizon is claiming it is the first operator to have completed an over-the-air call on a 3GPP-compliant 5G New Radio (NR) system using licensed spectrum, alongside Qualcomm and Nokia.

The test itself made use of Verizon’s millimetre wave spectrum, Nokia’s 5G network technology on a 5G NR prototype device provided by Qualcomm. The news follows another announcement that Verizon had connected its CEO Lowell McAdam to KT CEO Chang-Gyu Hwang over video using 5G end-to-end (E2E) solutions, as the incremental steps towards a 5G reality start to add up.

“With this first 3GPP NR standards-based connection, Verizon continues to lead the development of 5G technology,” said Ed Chan, senior vice president and chief technology architect, Corporate Network & Technology, Verizon. “By partnering with Nokia and Qualcomm to combine 5G technology with our deep millimeter wave spectrum, we’re well on the way to being the first to usher in the next era of wireless communications for customers.”

The industry is continuously edging closer to 5G with a barrage of minor announcements, but just because they are small breakthroughs doesn’t mean the dream is not becoming a reality. The industry might be getting a bit bored of the 5G white noise, but instances like this make us believe telcos such as Verizon might be able to meet the blue-sky promises of 5G services by the end of the year.

As part of the test, Nokia provided various solutions including AirScale baseband and radio, AirFrame server, and AirScale Cloud RAN, while Qualcomm brought its 5G NR millimetre wave prototype device to the party. The test was built on progress made in an interoperability test between the two vendors last week. Adding Verizon into the equation was simply the next step in the journey.

Verizon has big ideas in the 5G world and has proven time and time again it is one of the leading lights worldwide. The first launch of 5G looks to be in Sacramento in the second half of year alongside Samsung, but Verizon has promised wireless residential broadband services in three to five US markets across 2018. Verizon estimates the market opportunity for initial 5G residential broadband services to be approximately 30 million households nationwide.

It might just be another small step, but the finish line is starting to get a lot closer.

It’s the news we’ve all been waiting for – 5G is here

Will the promise live up to reality? Who knows. But one thing is for sure, 5G is now an actual thing after 3GPP approved the initial 5G New Radio (NR) specifications in Lisbon.

The completion of the first 5G NR standard has set the stage for the global mobile industry to start full-scale development of 5G NR for large-scale trials and commercial deployments as early as in 2019. Many of the operators have been rushing to be the first to hit pre-5G milestones, now we have standards-based 5G, a new race begins.

The news of the completion of the standard was released by the NSA 5G NR working group over Twitter, though the team have promised more details once the event in Lisbon has finished on Friday.

As you can imagine, almost everyone in the telco industry will have something to say about this milestone, so try to keep you head above the PR waves here.

“Reaching this milestone enables the next phase of equipment availability and movement to interoperability testing and early 5G availability,” said Hank Kafka, VP Access Architecture and Analytics at AT&T. “It showcases the dedication and leadership of the industry participants in 3GPP to follow through on accelerating standards to allow for faster technology deployments.”

“The first version of 5G NR not only provides a NSA solution for 5G deployment but also completes the common part of NSA and SA, which lay a solid foundation for a global unified 5G system with global market scale,” said said Zhengmao Li, EVP of China Mobile Group. “We believe the next important milestone that is SA standard providing end to end 5G new capability could be completed by June of 2018, which is very crucial to enable the operators to explore the enterprise and vertical markets.”

“We view both the Non-Standalone and Standalone modes of New Radio as equally important for the completeness of the 5G standard specification. This timely finalization of NSA is one important step on that journey and in the development of the 5G ecosystem,” said Bruno Jacobfeuerborn, CTO Deutsche Telekom. “It is crucial that the industry now redoubles its focus on the Standalone mode to achieve progress towards a full 5G system, so we can bring key 5G innovations such as network slicing to our customers.”

“This is an important moment and a crucial development toward making 5G NR happen,” said Neville Ray, CTO for T-Mobile US. “At T-Mobile, we’re committed to drive a 5G rollout across the US in 2020, and the efforts of 3GPP will help us to realize this great win for our customers.”

5G euphoria has lost a bit of steam over the last couple of months, but this is surely going to offer another boost of energy for as a new world of firsts prepares to dominate the headlines.

Qualcomm unveils 5G NR mmWave smartphone prototype

Mobile chip maker Qualcomm has come up with a testing platform designed to enable 5G New Radio OTA trials within weeks.

As with all ‘pre-5G’ announcements, this one is qualified with ‘3GPP-based’ in case you think they’ve gone mad and decided to invent their own version of 5G. This 5G NR platform operates in spectrum bands above 24 GHz, which Qualcomm is referring to as millimetre wave despite that generally accepted as 30 GHz up.

This being Qualcomm the press release is littered with statements that amount to “this all just goes to show how great we are”. While it’s understood that this is the essence of most press releases, a bit of subtlety never hurt anyone. Among the generic self-promotion is the revelation that this system is designed to road-test 5G NR communication in a smartphone form-factor, dealing with challenges such as hand-blocking of the signal with technologies such as beam tracking/steering.

“We are delivering on the promise of developing 5G NR mmWave technologies to enhance mobile broadband services,” said Cristiano Amon, President of Qualcomm CDMA Technologies. “Our 5G NR mmWave prototype system is proving that sustained mobile broadband communications and smartphone form-factor devices are progressing for 2019 launches — another powerful testament to Qualcomm Technologies’ continued leadership in developing next generation wireless technologies that push the boundaries of what is possible.”

Qualcomm has decided to share some of this awesomeness with Nokia, joining forces to try to accelerate 5G NR interoperability testing. Qualcomm did a survey recently that concluded half of consumers want a 5G phone, which it’s using as evidence that we need to get a move on. The testing will see the above Qualcomm prototype play nice with the ‘Nokia 5G FIRST solution’ to show off the full range of NR cleverness.

“The appetite for 5G technology is clear, amongst both consumers and communications service providers,” said Marc Rouanne, president of mobile networks, Nokia. “We firmly share Qualcomm’s view that the demand for wide-scale mobile 5G is accelerating, and that is why we are so enthusiastic to work jointly with Qualcomm on developing and driving commercial technology and applications based on 5G NR using our 5G FIRST.”

Amon also commented on this but it was more of the same. The testing is going to kick off later this later this year and is expected to involve operators around the world next year in the build up to the big Release 15 announcement in the second half of 2018.
